Deputy Mayor J. Barclay called the meeting to order at 6:30 p.m.

Councillor D. O'Sullivan read the Land Acknowledgement.

Deputy Mayor J. Barclay provided the following opening remarks:

  • Kemptville 73’s;
  • Outdoor rink at Riverside Park is now open;
  • Pilot Community Dinner on Tuesday, December 16, from 4:00 to 7:00 p.m. at the Armoury on Reuben Crescent;
  • Eastern Ontario Craft & Gift Two-Day Christmas Market on Saturday and Sunday, December 13 and 14 from 10:00 a.m. to 4:00 p.m.;
  • Kemptville Male Choir will perform “Merry & Bright – A Christmas Concert for Young at Heart” on Saturday, December 13, at 2:00 p.m;
  • Visit Community Events Calendar at northgrenville.ca; and, 
  • Winter Parking Reminder.

    THAT the Agenda for December 10, 2025 be approved, as presented.

Deputy Mayor J. Barclay opened the Public Meeting at 6:35 p.m. 

Deputy Director of Planning and Development, P. Mosher presented the application to Council.

Council asked and received a response to the following:

  • Was the developer provided with the North Grenville (NG) Developers Guide;
  • Was there pre-consultation;
  • Is this a new or a re-development;
  • Clarification on the parking spaces, bicycle parking, and natural buffer zone; and, 
  • Mention of the application being vehicle oriented, and not aligned with active transportation.

Deputy Director of Planning and Development, P. Mosher provided a response. 

  • Is there any change to the structure, or height of the building coming with this application.

CAO K. Dunlop provided clarification on the NG Development Guides and it's applicability to this application.

Council asked and received a response to the following:

  • Information on bike lanes, and bike parking. 

CAO, K. Dunlop provided comments on the bike rack sharing program. 

Council asked and received a response on the following:

  • Clarification on the differences between existing zone C4-5 and proposed zone C3; and,
  • Clarification on the intended use. 

Deputy Mayor J. Barclay asked if the applicant, or agent would like to make any comments on the application.

D. Trambley of Consillio Planning addressed Council.

Council asked and received a response from the applicant on the following:

  • What is the current floor space of the current building.

Deputy Mayor J. Barclay asked if there were any members of the public who would like to speak in support of the application.

There were none.

    THAT Council holds the public meeting for the requested zone amendment, being an amendment to change the zoning at 2973-2979 County Road 43 from Shopping Centre Commercial - Exception Zone (C4-5) to Highway Commercial - Exception Zone (C3-36) to permit an expanded list of permitted uses and establish minimum gross floor area.

Deputy Director of Planning and Development, P. Mosher presented the application to Council.

Council asked and received a response to the following regarding the Source Water Protection – proposed zone changes:

  • Clarification on why geothermal installation would not be permitted;
  • Clarification on the dense non-aqueous phase liquids (DNAPLs); and,
  • Clarification on the WHPA-A, and if the outright prohibition on certain land uses continues to WHPA-B and WHPA-C.

Deputy Director of Planning and Development, P. Mosher provided a response. 

Deputy Director of Planning and Development, P. Mosher presented the remainder of the application to Council.

Councillor K. Strackerjan and Councillor D. O'Sullivan provided comments on supporting the 3.0 metre setback from the lot line, rather than 1.5 metres.

Council asked and received a response to the following regarding the Backyard Hens:

  • Clarification on where on the property chickens could go, is it to prescriptive to limit it to backyard only;
  • Clarification on the exterior side yard; and,
  • Clarification on the recommendation of 5 hens rather than 6 hens.

Deputy Director of Planning and Development, P. Mosher provided a response. 

Council asked and received a response to the following regarding re-name the Residential – First Density (R1) zone:

  • Clarification on the intent of the inclusion of the name change without the verbiage;
  • Is there any substantive change from what was previously permitted or excluded previously; and,
  • What would you propose to do.

Council expressed a desire for a a fulsome zone category for the proposed R2A and R2B zones with proper zone regulations.

Council asked and received a response to the following regarding by adding “buildings, structures and uses accessory to a permitted use” as an additional permitted use:

  • Clarification on not handling this housekeeping amendment.

Council asked and received a response to the following general question:

  • Clarification on the recommendation from Council on implementing tree buffering between uses if it would be a part of a housekeeping amendment.

Deputy Mayor J. Barclay asked if there were any members of the public who would like to speak in support of the application.

Deputy Director Planning and Development P. Mosher provided comments on the circulation and that no public comments were received.

Council asked and received a response on the following:

  • Clarification on the request to delay the approval of the Backyard Hen provisions.

    THAT Council approves By-law 97-25, being a housekeeping amendment for the Municipality’s Comprehensive Zoning By-law (50-12) to amend various provisions of the existing By-law, save and except for paragraphs 3-5 related to Backyard Hens, and paragraphs 12, and 13, related to R1- Residential First Density; and,

    THAT Council directs Staff to bring back a specific zoning by-law addressing paragraphs 3-5 related to Backyard Hens at the December 16, 2025 Regular Council Meeting; and,

    THAT Council directs Staff to report back with a fulsome zone category for the proposed R2A and R2B zones with proper zone regulations addressing paragraphs 12, and 13 by the end of Q2.

    THAT the Minutes of the December 2, 2025 Regular Council Meeting be adopted as presented.

  • Is this crosswalk considered permanent; and,
  • Clarifications on the financial implications.

    THAT Council directs Staff to include the installation of signage at the Lest We Forget Crosswalk, as illustrated in the 2026 Budget.
