Please be advised that Council will be meeting in Council Chambers with the Closed Session to commence at 5:00 p.m. and the Open Session to commence at 6:30 p.m.

While members of the public are invited to attend the open session, seating has been arranged to facilitate physical distancing and accordingly is limited. Pre-registration at clerk@northgrenville.on.ca is required. Persons arriving without pre-registering will be accommodated where there is sufficient seating capacity to permit attendance while complying with safety protocols. All attendees will be required to self-screen and masks must be worn when physical distancing cannot be maintained. Recommendation: That the Agenda for November 17, 2020 be approved as presented.

That Council go into a Closed Session in accordance with the following Section of the Municipal Act:

- Section 239(2)(c) - a proposed or pending acquisition or disposition of land by the municipality or local board;

- Section 239(2)(k) - a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. 2001, c. 25, s. 239 (2); 2017, c. 10, Sched. 1, s. 26.

That Council come out of a Closed Session.

Part of Lot 26 and Part of Road Allowance between Lots 25 and 26 Concession 1, Geographic Township of Oxford-on-Rideau, now the Municipality of North Grenville.

Recommendation: That Council recommend approval of the proposed Draft Plan of Subdivision for Phase V of the eQuinelle Plan of Subdivision (07-T-19002) to the United Counties of Leeds and Grenville subject to the conditions set out in Appendix 1 of this report [PD-031-2020 - eQuinelle Subdivision (Phase 5) Plan of Subdivision Draft Approval] as amended.

Recommendation: That Council receive the Cannabis Study and direct Planning staff to prepare a Zoning By-Law Amendment after consulting with the North Grenville Community.

Recommendation: That Council permit the reduction of financial security for River Run Phase II and direct staff to prepare a consequential amendment to the subdivision agreement.

Recomendation: That Council enters into separate agreements with 1504107 Ontario Inc. (carrying on business as “Lockwood Brothers Construction”), 7766351 Canada Inc. and 2220544 Ontario Inc. to pre-pay their development charges ahead of the development charges rate increase November on 19th, 2020.

That Council authorize the Chair and Clerk to execute agreements on behalf of the Municipality with respect to any further agreements to prepay development charges received prior to November 19, 2020 provided that such agreements are in accordance with the Municipality's standard form of agreement.
