In light of the province-wide shutdown, please be advised that the Municipal Centre is currently closed to the public. The Municipality remains operational to provide essential services and assistance to residents and businesses by virtual appointment only.  Council meetings will be conducted virtually via Zoom.

For any members of the public wanting to attend the meeting virtually, pre-registration is required by e-mailing clerk@northgrenville.on.ca. To make a deputation in relation to an item on the agenda, please pre-register with the Clerk's Office at the same e-mail address. Please provide your comments no later than two hours prior to the start of the meeting.

Recommendation: That the revised Agenda for the January 12, 2021 Council meeting be approved as presented.

That Council go into a Closed Session in accordance with the following sections of the Municipal Act, 2001:

Section 239(2)(k) - a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board. 2001, c. 25, s. 239 (2); 2017, c. 10, Sched. 1, s. 26.

Section 239(2)(b) - personal matters about an identifiable individual, including municipal or local board employees;

That Council come out of Closed Session.

Recommendation: That the following Consent Agenda items be approved:

1. Human Resources - Health and Safety Policy Statement 2021

2. Planning and Development - Conservation Authorities and Municipal Operations

Recommendation: 

That Council:

1.  Receive the North Grenville Tourism Strategy; and

2.  Direct staff to report back to Council with a plan for tourism service delivery and budget.

Recommendation:  

That Council:

1.  Receive this staff report [FIN-001-2021 "Budget Direction Report"]; and

2. Direct the Chief Administrative Officer and the Director of Finance to present the draft Staff Recommended Budget as part of the community engagement program identified in this staff report [FIN-001-2021 "Budget Direction Report"] and report back to Council on February 2, 2021, for further consideration.

Recommendation:

That Council:

  1. Approve and enact By-Law 1-21, with the further amendments to include “>1,500 ft2” in Sections 3a, 3b, 3c and 3d, to amend By-Law 102-15 "Consolidated Fees and Charges for Municipal Departments" to increase and add new fees; and

  2. Approve and enact By-Law 2-21 to repeal and replace By-Law 14-9, the "Municipal Building By-Law", to incorporate new definitions and terminology in line with the proposed fee increases.

Recommendation: That Council approve the 2021 Health and Safety Policy Statement for the Municipality of North Grenville.  

Recommendation: That Council receive this report [PD-002-2021 - Conservation Authorities and Municipal Operations] for information purposes concerning the impacts of Bill 229, amending the Conservation Authorities Act, on the Municipality’s operational and administrative functions.

To amend By-Law 102-15 “Consolidated Fees and Charges for Municipal Departments”  to increase and add fees to recover costs for Building Division services.

To repeal and replace By-Law 14-9, the "Municipal Building By-Law", to incorporate new definitions and terminology in line with the proposed fee increases.
