Recommendation: That the revised Council agenda for March 2, 2021 be approved as presented.

Items listed under Consent Agenda are considered routine or no longer require a further discussion and are enacted in one motion.  The exception to this rule is that a Member may request that one or more items be pulled for discussion and voted on separately.

Recommendation: That the following Consent Agenda items be approved:

  1. February 2, 2021 -Council Meeting Minutes (G.1)
  2. February 8, 2021 - Council Meeting Minutes (G.2)
  3. February 16, 2021 -Council Meeting Minutes (G.3)
  4. Active Transportation Advisory Committee Amendment to Terms of Reference re Appointment of FFC Trails Committee Member (H.3.1) 
  5. Commemorative Tree, Bench & Bicycle Rack Program (H.6.1)
  6. Violence and Harassment Policy Statement (H.8.1)

Recommendation: That the minutes of the following meetings be approved as circulated:

  1. February 2, 2021 - Council Meeting
  2. February 8, 2021 - Council Meeting
  3. February 16, 2021 - Council Meeting

Recommendation: 

That Council:

  1. Extend the Leeds Grenville Small Business Enterprise Centre contract for the period from January 01, 2021 to December 31, 2021 at a cost of $16,800.

Recommendation:

That Council:

  1. Receive the Downtown Kemptville Community Action Plan;
  2. Instruct staff to implement the recommendations in the Downtown Kemptville Community Action Plan; and
  3. To authorize $175,000 from General Reserves be used to fund the CIP programs for 2021.
  4. Approve and enact By-Law 24-21 being a by-law to designate community improvement project area and to approve the Downtown Kemptville Community Improvement Plan.

Recommendation:

That Council:

  1. Approve the hiring of 1 full-time tourism coordinator for a 24-month contract to assist with the implementation of the North Grenville Tourism Strategy;
  2. Approve the tourism service delivery model as outlined in this staff report [CAO-003-2021 - Tourism Strategy Recommendations]; and
  3. Direct staff to report back to Council concerning the establishment of a Tourism Advisory Committee, including proposed terms of reference and membership.

Recommendation: That Council pass and enact By-Law 25-21 to authorize the notification and collection of 2021 interim taxes.

 

 

 

 

Recommendation: 

That Council:

  1. Accept the resignation of Dustin Hall as a member of the Active Transportation Advisory Committee; 
  2. Pass and enact By-Law 27-21 to amend the Terms of Reference of the Active Transportation Advisory Committee to include at all times a member of the Ferguson Forest Centre Trails Committee; and
  3. Appoint Doug McCarthy as the FFC Trails Committee appointee to the Active Transportation Advisory Committee.

Recommendation: That Council receive and approve the Commemorative Tree, Branch & Bicycle Rack Policy, as attached.

Recommendation:

That Council:

  1. Approve the 2021 Violence & Harassment Policy Statement for the Municipality of North Grenville; and
  2. Authorize the Mayor and Chief Administrative Officer to execute the 2021 Violence & Harassment Policy Statement.

Recommendation: That Council approve and enact By-Law 26-21 being a by-law to set the 2021 Water & Wastewater, Operating and Capital Budgets for Municipal purposes

A By-Law to Amend Schedule “B-2” to By-Law No.47-19 to Establish the Terms of Reference for Committees of Council, Terms of Reference for the Active Transportation Advisory Committee
